What is an IP address?
The IP address (Internet Protocol Address), is an unique identifier (address) of the device (usually a computer) connected to the Internet.
Each computer on the Internet has its own IP address. Because you are now connected to the Internet, it means that your computer also has its own unique address on the network. But you can be connected to the Internet through a router on your local network or a router of your ISP (Internet Service Provider). In this case, your computer has the same IP address as your router.
IP addresses consist of four numbers (0 to 255) separated by dots, and look like 127.0.0.1 or 245.139.237.146.
Since these numbers are usually assigned by the ISPs in the region on the basis of blocks, the IP address can be used to identify the region or the country from which the computer is connected to the Internet.
As for humans to remember IP addresses cause quite tiring, there are special databases (DNS — Domain Name Services) of IP addresses symbolic names, which is easier to remember. Such names are called domains (hostnames). Hostnames can be converted into IP addresses and vice versa.
IP addresses can be static (when provider assigned a permanent address to the user) and dynamic (if the provider gives you the IP address from the pool of free addresses on DHCP when you are connecting).

What is a proxy server?
In computer networks, a proxy server is a server (a computer system or an application program) which services the requests of its clients by forwarding requests to other servers. A client connects to the proxy server, requesting some service, such as a file, connection, web page, or other resource, available from a different server. The proxy server provides the resource by connecting to the specified server and requesting the service on behalf of the client. A proxy server may optionally alter the client's request or the server's response, and sometimes it may serve the request without contacting the specified server.A proxy server that passes all requests and replies unmodified is usually called a gateway or sometimes tunnelling proxy.
A proxy server can be placed in the user's local computer or at specific key points between the user and the destination servers or the Internet.
My IP listed into Spam databases. What should I do now?
If you've found your IP into spam (anti-spam) database this mean that you or somebody else was detected by anti-spam systems while spaming from this address.
This mean that users of some Interner services (like e-mail, IRC chat-rooms, ICQ etc.) can not recieve messages from the given IP address.
If you think that your address listed by mistake you should send request to remove your address from the given database.

What is CIDR?
CIDR (Classless Inter-Domain Routing) is such form of classification and record of networks in the form of initial IP addresses and masks of a network.
CIDR-records look as:
Subnet: 193.128.34.0/24
It is the same as:
Subnet: 193.128.34.0
Mask: 255.255.255.0
Nevertheless, as you see CIDR record looks more compact and convenient. But it is not a unique advantage of such classification of networks.

What is BBCODE?
BBCODE is a special variant of HTML-tags for a marking of texts and implementation into text various of objects (images, hypertext links, etc.), specially thought up for use at various forums, blogs and other sites into users' messages.
The fact is that the use of standard HTML (that is what every Internet site itself) into user communications is not always safe. Why is my location shown incorrectly?
Information of IP address location is determined with databses of the locations of IP-addresses. All existing databases (including the most carefully drafted) contain their own errors. Such databases are constantly updated and improved.
